What is Origin
Origin means provenance or source. In foreign trade, it refers to the country where a product is manufactured or processed. A common misconception is that the country from which goods arrive is always the country of origin. In fact, the goods may come from one country but originate in a 3rd country.
In another definition, it is defined in the form: "The place is the economic nationality of an item." For example, tomatoes harvested in Turkey, sheep born and raised in Turkey, chromium mine extracted from Turkey, etc.
The concept of its origin is of great importance in international trade for several fundamental reasons:
1. Trade Agreements and Tariffs: Its origin determines whether a product can benefit from low or zero customs tariffs. For example, free trade agreements between some countries reduce or eliminate customs duties for products from countries that are included in the agreement. In this case, determining the origin is necessary so that the products can benefit from these advantages.
2. Market Access and Restrictions: Many countries may impose quotas or bans on imports of certain goods. These restrictions usually depend on the product's origin. For example, some countries may impose additional customs duties on agricultural products from certain countries or prohibit them altogether.
3. Consumer Confidence and Transparency: Its origin provides consumers with important information about the products they buy. It allows consumers to make informed choices, especially on issues such as food safety, ethical production standards, and environmental impact. Its origin also helps to evaluate products produced in certain countries based on their properties, such as quality or prestige.
4. Anti-Dumping and Countermeasures: The determination of origin plays an important role in a country's dealing with subsidized (supported) or dumping products from other countries. For example, additional customs duties may be imposed against products that come from a particular country and are supported by subsidies that provide unfair commercial advantages in that country.
5. Regulation and Compliance: Its origin is necessary to ensure that the products comply with local laws and regulations. For example, some products, such as electronic items or medical devices, must comply with certain standards and regulations. Its origin helps determine whether these products have passed proper testing and certification procedures.
For these reasons, the concept of its origin is a critical factor for the proper functioning of international trade, ensuring fair competition, and protecting consumers.
3. Does the Origin of Goods Change with Imports From Country to Country?
The origin of the item can generally be defined as where that item is produced or obtained. In order for a product to gain its relevant country of origin, it must see substantial workmanship. In the manufacturing process, various raw materials or semi-finished materials are used to create a product. If all the inputs used are produced in the same country, there is no doubt about the origin of the product. However, if the goods are processed in another country or the inputs used in its production are produced in more than one country, a new product must be produced in that country in order for the product to be counted as belonging to one country. Apart from this, a significant part of the production must be carried out in the local facilities equipped for this purpose, the last essential operations deemed economically necessary, so that the country concerned may be of origin.
If the production of a product takes place in more than one country, a new product must be produced in that country in order for that product to be counted as having the origin of a particular country. It is also essential that a critical stage of production and the final basic transactions deemed economically necessary be carried out in that country. Also GTİP The fact that the number has changed is also an important indicator.
Does Origin Change When You Change Packaging or Label?
Handling* can be done before importing processes are completed to products from a third country. In this case, there is no change in origin. That is, packaging and label change is not an adequate process for change of origin.
* Handling: simple operations consisting of ventilation, elimination or calburizing, spreading, drying, disposing of damaged parts and so on, removing dust, sorting, sorting, matching, washing and cutting without changing the nature of the goods, packaging change, separation and merging of packaging, simple bagging, polling, boxing, placing on cartons or boards, and all other simple packaging and other similar distinguishing signs are described as being placed.
What is the Origin of the Witness?
The Mention of Origin is a document to prove the country in which the item is produced. It is organized by the exporter. It is then approved by the Chamber of Commerce or Industry, where the company is affiliated, by making necessary examinations. It also becomes valid after it has been certified by Customs. At the time of export, there is no obligation to regulate the Origination Witness. It is regulated at the request of the importer.
