What is an Ancestor Card?
The ATA report card is the customs documents between the countries that are parties to the relevant international agreements, which provide temporary import and export of goods under the report card, without the need for any other documents.
The ancestral report card is only valid in countries that are parties to the contract. Apart from these countries, transactions are carried out in response to the customs duties not received, in accordance with the provisional import declaration to be issued by the country customs in which temporary imports are made.
The validity period of the ATA report cards is 1 year and the extension of the ATA report card period is not possible.
The scope of the ATA report should be filed with the nearest customs office in case of theft, disappearance, casualty of the item. In all cases, the responsibility for customs duties and pictures of the report card item (except that it is a natural disaster casualty) does not disappear.
It is possible to use the ATA report card for the same item in a temporary import process of 4 times. Of course, these procedures must be completed within the validity period, i.e. within 1 year of the document being issued.
If the item under the ATA report is sold in the country it is going to, there is a change from temporary importation to strict import regime conditions. In other words, by applying to the relevant customs administration, the tax should be collected according to the laws of the country concerned, ensuring that the goods are deducted from the report card. Subsequently, documents relating to the payment of customs duties, along with the ATA report card, must be submitted to the Chamber which identifies the report card. The room will return the guarantee received after it has determined that customs taxes and pictures have been paid.
There is no obligation to be a member of any Chamber of Commerce or Industry to use an ATA report card. Real and legal persons may use an ATA report card on the condition that they provide collateral.
Half the total value of the item under the ancestral report card is guaranteed.
In exchange for ATA report cards, cash, bank letter of guarantee, government bond, treasury bond are accepted by the respective chambers.
In the capacity of TOBB guarantor in Turkey, the format of which is determined by ICC-WCF is based on the task of printing its own ATA report cards, making distribution and follow-up transactions through the Chambers it determines and ensuring the operation of the system.
