Service export supportsUpdated with the provision published in the Official Gazette of February 27, 2026. As part of the President's Resolution 10962, various regulations were introduced supporting the opening of service sectors to international markets. Detailed analysis of this arrangement can be collected under the following headings:
Support for Strategic Service Sectors
With the new regulation, the scope of the supports, especially for high value-added service sectors, has been expanded. Companies operating in areas classified as "strategic" such as IT, software, digital gaming, health tourism, logistics and broadcasting will be covered at higher rates of entry into international markets.
Software and Digital Service Export Supports
As part of the decision, a special title was opened to increase the visibility of domestic software and digital platforms in foreign markets.
- Market Entry Documents:Technical certification and licensing costs required for software companies to participate in overseas tenders are included in the support.
- Cloud Computing and Subscription:The payback rates for cloud IT services and software subscription costs that firms use in their overseas operations have been increased.
Logistics and Transportation Supports
In line with the goal of being a regional logistics center of Turkey, the rent support for the storage, handling and distribution units of logistics companies abroad has been revised.
- First Degree Supports: In addition to the installation costs of logistics centers established in target markets, these centers have been envisioned to contribute to the first three years of operating costs.
New Regulations in Health Tourism Supports
Operational expenses in the process of "bringing patients" for intermediaries and hospitals operating in the field of health tourism have been updated with new limits.
- Advertising and Promotion: The support for social media ads and international agency commissions has been revised upwards, taking into account the upper limits, global inflation and exchange rates.
- Financing Mechanism: Support and Price Stability Fund (DFIF)
The most important administrative detail regarding the implementation of the resolution is that all these incentives will continue to be met through the Support and Price Stability Fund. Payments will be transferred directly to the relevant accounts of the companies with the approval of the Ministry of Commerce.
Application and Inspection Process in Service Export Support
Companies that want to take advantage of the support "Association of Service Exporters"They must make their application through it. The decision also tightened audit mechanisms in order to prevent unfair use. Clearer sanctions have been added to cut the support of companies that act contrary to the terms set out and to recover the amounts paid with interest.
These changes generally aim to increase the competitiveness of Turkey's foreign exchange-generating services regardless of raw materials dependence and to increase the number of exporters in the service sector.
