Artificial Intelligence and the United States
Security and Economics Strategies Leading to the Future
Artificial intelligence (YZ) has become one of the cornerstones of both national security and economic growth today. The power of this new technology draws the attention of countries around the world, offering a special responsibility and opportunity for the United States: to lead globally in the field of AI and to prevent misuse of technology in the wrong hands.
Misuse of AI can bring with it a variety of national security risks, from developing weapons of mass destruction to cyber attacks and human rights violations such as mass surveillance. Therefore, the United States is focused on ensuring responsible use of artificial intelligence, maintaining its technology at both national and international levels.
New Strategies for Safe and Effective Use of AI
The Biden-Harris Administration published the "Artificial Intelligence Propagation Temporary Final Rule" in order to maintain control of this critical technology and strengthen global AI leadership. This rule focuses on the following key goals:
- Ensuring trust and security in AI ecosystems: Working with AI developers and international governments, creating security standards for the responsible use of technology.
- Supporting the global spread of US technology: To prevent advanced chips from being used in the wrong hands by taking advantage of legal loopholes and to ensure transparent, rapid distribution of this technology.
Six Mechanisms That Directed the Propagation of U.S. Technology
- Flexibility to Allies: No restrictions apply to chip sales to 18 critical allied countries. This flexibility allows countries with reliable technology protection systems to benefit smoothly.
- Acceleration of Low Risk Orders: No license is required for chip orders up to about 1,700 advanced GPUs. Orders in this category are used for harmless but important research, such as universities and medical institutions.
- The Status of the "Universal Verified End User" (UVEU) for Trusted Organizations: Institutions with this status can spread 7% of their global computing capabilities to different parts of the world and strengthen important alliances.
- "National Verified End User" Status: Trusted institutions in all countries except the countries concerned can purchase up to 320,000 advanced GPU chips for two years.
- Quotas for Other Organizations: Organizations in countries that are not close allies can receive up to 50,000 advanced GPU chips to their country. This allows health and local businesses to benefit.
- Inter-Government Agreements: Countries that cooperate with the United States can double their chip quotas by providing transparency on export control and technology security issues.
How to Protect Technologies at Risk?
This regulation not only encourages responsible use of U.S. technology, but also limits access to advanced AI systems of "countries concerned". Some of the measures taken in this context are noted:
- Preventing advanced semiconductors from being used in the wrong hands.
- Establish safety standards for the protection of closed-weight AI models.
- Preventing illegal access by supporting global weight protection systems.
Conclusion: Strengthening U.S. Leadership
This new arrangement represents an important step in securing the future development of artificial intelligence and promoting responsible use of technology. The Biden-Harris Administration aims to improve the security standards of artificial intelligence, cementing the leadership of the United States in both the national and global arena. This strategy supports both innovation and creates an effective control mechanism to prevent misuse of technology for the benefit of humanity.
In the journey of artificial intelligence to become a global power, these determined steps by the United States not only reinforce national security, but also create deeper cooperation with allies, allowing technological progress to continue in an ethical and sustainable manner. This leadership role of the United States will ensure responsible management of a world shaped by artificial intelligence in the future.
Last Word: All of this was sworn in on January 20, 2025, the 47th United States of America. We see for sure that Trump, his president, will be reshaped according to the steps he will take.
