“An exporter submitting a letter of guarantee can receive a VAT refund within 48 hours. However, this system operates only in Istanbul. We tell exporters: ‘Provide 100 percent collateral; if no problem arises, we will return it.’ We are confident about this. However, the procedure applies only to exporters’ VAT refunds; it has not yet been introduced for other types of refunds. Previously, all VAT refunds in Istanbul were handled by the VAT Revenue Directorate, the unit responsible for VAT in Istanbul. Now, 13 separate group directorates perform this work. Taxpayers no longer need to come all the way to the Presidency; authority has been delegated locally. Because the procedure was new, we initially applied it to amounts up to TRY 500,000. For now, refund requests exceeding TRY 500,000 come to the Presidency. As the procedure becomes established, we will raise this threshold further.”
